Before It's Too Late: A Report to the Nation from the National Commission on Mathematics and Science Teaching for the 21st Century

The primary message of this report holds that America's students must improve their performance in mathematics and science if they are to succeed in today's world and if the United States is to stay competitive in an integrated global economy. The Report's second message points in the direction of a solution: the most direct route to improving mathematics and science achievement for all students is better mathematics and science teaching.

To that end, this report establishes procedures to improve math and science teaching. Three primary goals are described:
1. establishing an ongoing system to improve the quality of mathematics and science teaching in grades K-12;
2. increasing significantly the number of mathematics and science teachers and improve the quality of their preparation; and,
3. improving the working environment and make the teaching profession more attractive for K-12 mathematics and science teachers.

As an aid to implementation, each goal is accompanied by a coordinated set of well-funded action strategies that identify key stakeholders who should take the lead in implementing each strategy.
