Unlikely solar sail

This site promotes an untested, speculative idea
for a solar sail device, because of its complexity
and cost, probably inferior to regular solar sails
(which are currently on the borderline of
feasibility).  Does such a site, listed as
educational, add to the signal or to the noise?
