When I double-click the Tracker icon to launch the software, nothing popped out, even an error reminder. Then I tried running as admin, but nothing. Then I restarted the computer several times and reinstalled the application several times, but nothing.

Thanks! By the trouble-shooting file, I can understand what the process is going to do. But I can not really understand what to do next specifically after I open the Command Prompt. Could you please describe that in more detail?
Try this: open the command prompt and type java -jar "full_path_to_tracker.jar"
On my machine this is java -jar "C:/Program Files/Tracker/tracker.jar
If it can't find java then change the command prompt directory to the Java bin directory bundled with Tracker (on my machine it is C:\Program Files\Tracker\9.0.4-x64-jre\bin) and retry the command.
