Many video transcoders will allow you to recode your video clip using a constant frame rate.  We recommend Handbrake as it is open source and available at no cost for Windows, Mac, and Linux operating systems.

When using Handbrake, choose the default "Fast 1080p30" preset, then in the Video tab choose "Constant Framerate".
