How to Change FPS

If I right click on the video and select properties it says Frame Rate 30.0 fps.
On another video I was able to change this to the correct value of 1000fps, however I cannot change the value for this video. It says the type is AVI Video (Xuggle).
Can you help me please, this is my first project with Tracker.
