looking for solution to the video recording with non constant FPS

hi all i would like to use cel phone to record tracker movies. the newer phones tend to have varying fps that does work with tracker. I am using android HTC one x, or Xperia Z did you find solution - maybe simpler and quicker recording app? thanks ami
