| Description: | Scholarship establihsed in 2006. Mr. Black, a partner in the Washington, D.C. law firm of Keller and Heckman LLP, graduated from the University of Missouri in 1959. He began his career at the firm as a Federal Communications Commission licensing specialist, before receiving his law degree from the George Washington University and becoming an attorney in 1964. Since 1964, Mr. Black has been representing oil and gas companies, electric utilities and others before the FCC and elsewhere on a wide variety of telecommunications matters. Among other things, he has assisted countless energy companies in securing radio authorizations and waivers, participating in FCC rulemaking proceedings, and representing their interests before the Commission, the courts and the United States Congress. He has served as the General Counsel of ENTELEC since the late 1970s. In recognition of his many years of service on behalf of ENTELEC, the Board of Directors has determined to establish a lasting tribute to Mr. Black with the creation of an annual scholarship in his name. Applicant must be working towards a Bachelor's degree in one of the following curricula: • Engineering/ Engineering Technology • Computer Science/MIS • Pre-law • Political Science • Telecommunications/Information Technology |

| Other Comments: | School Requirement - To be eligible for consideration, the Applicant must be an entering freshman or a full time undergraduate student in good academic standing at an accredited college or university in the United States or Canada. Citizenship requirement is: U.S. Citizen, Permanent Resident or Canadian Citizen. Min. GPA - If an entering freshman, the Applicant must have had a High School GPA of at least 3.0 out of a possible 4.0. If an entering sophomore, junior or senior, the Applicant must have had a GPA of 2.75 or better out of a possible 4.0 GPA for the last two consecutive quarters or semesters. SELECTION FACTORS All applications will be evaluated by the Scholarship Committee based upon the Applicant's biography, essay, GPA rating and references, as weighted in the discretion of the Scholarship Committee. The amount of the scholarship award as established by the Board of ENTELEC will be $5,000. Decisions by the Scholarship Committee will be final. Family members of Active members of the ENTELEC Board of Directors are not eligible to apply. |
