Understanding the nature of programming, development, and runtime environments

This report concerns programming and/or development environments for producing applications, or any application intended only for use in a runtime environment. It provides information about the character of these three environments (programming, development, and runtime) including comparison and contrasts among their "costs" and "benefits." We mean these terms apply to the task of delivering applications to conduct numerical scientific computations.
